This is second in a series of proposals that would shape the structure of the treasury and the mechanisms governing it.

Please note, the larger the number of multisig approvals, the larger the times needed for everyone to collaborate, and the lower the efficiency. 7/7 is excluded because one the incapacitation of even one multisig holder could lead to locking out of funds.
