SIP 19 - Hire FairlyRarePepe

FairlyRarePepe has demonstrated a willingness to dive into the code base, an apt understanding of solidity and the economics of the model, and outstanding documentation. I believe he would make an excellent engineering hire.

FRP has mentioned that he would be able to commit to the project on a half-time basis. I propose that:

• FRP picks up engineering tasks he wishes to complete, with a prioritization towards the direction of governance and community
• FRP is paid 3,500 swUSD (minted in tSWRV) per month for 3 months time (redeemable at the end of months 1, 2, and 3)
• At the end of 3 months, the community can vote on a bonus amount of tSWRV (0-10500 swUSD), based on community vote
• At the end of 3 months, FRP's base rate will also be revisited
