SIP (#002): Fee Withdrawal & First Actions

Should this proposal pass, we will initiate the first withdrawal of roughly ~70,000 USDC in fees to the Swivel multisig located at: 0x173033758E8623fEE7C612e2f251CEa808127654

Moreover, alongside this first withdrawal of fee accrual, this proposal establishes the general workflow of a queueWithdrawal which queues a token withdrawal after 3 days, followed by a withdraw of fees once the queue period has completed.

This workflow should happen once fees accrued are ~50,000 USDC or higher, or alternatively after at least one month has passed.

Should we move forward with plans to begin withdrawing fee accrual?
