SWPR single reward campaign - updated

The snapshot strategy used in the initial vote didnt include SWPR LP holders and were missed to include them. Since the vote was close, we discussed within the Swapr squad and are thinking of running a second snapshot vote. This will fix the snapshot strategy to include LPs while voting.

If this proposal passes, it signals that SWPR holders would like to proceed with the creation of the following 2 campaigns, provided the technical implementation has been developed, tested and released.

Campaign 1 (Locked): Deposit SWPR Staking cap of up to 1 million tokens, for a minimum staking yield of 20% in SWPR tokens Rewards - 50000 SWPR over 3 months (Arbitrum - 40000 and xDai - 10000) Stakes in this campaign will be locked and cannot be withdrawn until the end of campaign.

Campaign 2 (Unlocked): Deposit SWPR Staking cap of 5 million tokens, for a minimum staking yield of 10% in SWPR tokens Rewards - 125000 SWPR over 3 months (Arbitrum - 100000 and xDai - 25000) Stakes in this campaign can be withdrawn at any time during the campaign.
