Consensus for ARB-WETH liquidity mining campaigns

Hi, Swapr proposes to use some of $SWPR and $ARB it receives as part of liquidity mining campaign.

The numbers: Unlocked staking campaign: 48000 SWPR and 400 ARB will be linearly distributed to stakers for 4 weeks.

Locked staking campaign: 72000 SWPR and 800 ARB will be linearly distributed to stakers for 4 weeks.

We are targetting to create the campaign once the proposal reaches a consensus.
