Transfer 1.2 million SWPR to Hats Vault

Hey, this is a proposal to move forward with the Swapr community and Hats collaboration.

As part of the proposal, we are asking Swapr to deploy SWPR vault on Hats. We also request the community to approve the transfer of 1.2 million SWPR (approx 25K USD) to this vault that will incentivise developers / auditors and hackers to validate the Swapr smart contracts.

The deposit will incentivise disclosure of vulnerabilities for the Swapr smartcontracts and its products. At any point of time, Swapr community / governance can decide to withdraw the SWPR from the vault.

A snapshot proposal will be created tomorrow and will be Live until Tuesday 27th June for voting.
