Unpause staker pot

Starting March 1st, the Staker Pot should resume raffling out Pancake Squad NFTs whether improvements have been made or not, even if implementing improvements would require a delay.

It's been well over a month since the original proposal to pause the Staker Pot was passed, and improvements have still not been implemented. By setting a deadline for March 1st, which is over a month from the time of writing the proposal, we can ensure that the pause has an end date. This should also be sufficient to make any decisions should sustainable improvements be found.
