Symbiosis: Changing the weight and lock times for vesis

Context

• During all this time Vesis proposals were voted only by a few wallets. (12-50 votes). Decreasing over the time.
• The engagament of sis holders to participate in governance is near null.
• Locking periods for vesis are some excesive. 4 years on cryptospace is a lot.
• Descentralyzed governance and community engagement is needed.

Proposal:

Change staking period and weight of vesis.

Old one: 1 SIS locked for 4 years = 1.00 veSIS 1 SIS locked for 3 years = 0.75 veSIS 1 SIS locked for 2 years = 0.50 veSIS 1 SIS locked for 1 years = 0.25 veSIS

New one: 1 SIS locked for 2 years = 1.00 veSIS 1 SIS locked for 1 year = 0.75 veSIS 1 SIS locked for 6 months = 0.50 veSIS 1 SIS locked for 1 month = 0.25 veSIS
