p25 deploy Syntherium V2 on Optimism and use 40k$ of the treasury to become an LP

With the Start of OP incentives, liquidity has flown fast to the Optimism ( an Etherium layer 2 chain ) creating a lot of opportunities for yield and protocol usage.

This proposition aims at submitting to a vote both the deployement of Syntherium V2 to the Optimism Chain and the use 40k$ from the treasury to become an LP for jEUR.

This would allow for :

• the minting of 400k$ worth of jEUR on OP chain.
• farming USDC deposited as LP on AAVE with the OP incentives. ( UP to 34% APR at the time I'm writting this proposal for a 10x LP if fully utilized )
• help Angle ( already deployed ) with agEUR 's peg.
• showcase our protocol design especially compared to Syntethix which is already deployed on OP.
