p50-1 New Process for the renewal of the team of signers

The aim of this proposal is to set up a process for the renewal of the signers team of the Jarvis Network DAO Gnosis-Safe multi-sig. This process should increase the speed and therefore the efficiency of the multi-sig, in this very active period of protocol construction, while allowing everyone to participate, under the democratic control of the community.

What has been previously decided :

• There are 8 signers, 5 is needed to execute transactions ;
• After 3 month, a new team is needed ;

The renewal process : On factual basis (Gnosis-Safe data),

• The 3 signers who were the more active in the past 3 month are renewed in there role (if they agree to) ;

• The 4th, 5th, 6th can be candidates for the next team, but need to participate in the vote ;

• The 2 less available signers must let their role to new people : they can't participate in the next vote, but will be able to do so in 3 month ;

• The selected candidates must fulfill the conditions to be signers (no collusion should be possible, 2 signers can't live in the same city), so, if 2 candidates who are selected by the vote, can't be signers together, only the 1st one of these 2 is selected, and the following candidate in the voted order is selected to pass through the same process, until the team is composed of 8 signers fulfilling the conditions ;

• After a maximum of 3 mandates in a row (congratulations !), a signer must let is role for 3 month before he can participate to a vote as candidate. Pascal isn't affected by this last condition, until the community evolves from "operation efficiency for building the protocol" mode to a fully decentralized and stable organisation.

• a further vote is to be held to amend these rules.

Expected benefits :

• improvement of multi-sig speed
• everyone have a chance : the roles are distributed and fluid
• we construct on observable facts and experiences
• avoid the "not enough volunteers" problem and the "we must choose among people we don't know" problem (aka people not so active in the DAO on other subjects...)
