Incentivize minting jFiat : amount of JRT allocated

As the community voted to recieve jFiat AND JRT, we have to define the amount of JRT which will be allocated.

To make it simple, we'll define the APY for the next 4 weeks of incentive.

The initial APY (without JRT) is about 60%, which is a 4.6% yield for the upcomming 4 weeks of incentive.

By adding the JRT's, the yield for the next 4 weeks of incentive will be raised to :

A- 5% B- 7% C- 10%

If option A wins, around 10600 JRT per month will be distributed If option B wins, around 63560 JRT per month will per month be distributed If option C wins, around 143000 JRT per month will per month be distributed
