(p9-1) Degen Farmin (revote)

First vote on p9 - Degen Farming. This is the general vote to see if the community favors implementing such a strategy for our treasury. If passed the next one will be dedicated to the specifications of the proposal (ie how much of the treasury should be allocated to degen farming).
