Background: Due to the recent increase in difficulty of obtaining SPL, the rental market doesn't seem to be functioning as originally intended as a "gateway for beginners to experience Gold/Legend cards." To maintain liquidity and enable scalar entry, I propose lowering the minimum rental price in the market from 100 SPL to 30 SPL. The fee percentage (10% rounded up) remains unchanged.
