CCIP1 to remove 2 members of the platform council

This vote is for the compliance council to remove 2 members of the platform council and have their NFT revoked. The members are Cath, and Mehdi. As documented in CCIP1 lack of participation, missing meetings, and now missing votes are the reasoning behind this. Upon this vote passing, the TAO is expected to revoke their NFT in turn removing them from the council. The TAO will then fill in for voting purposes until the spots are filled again by the platform council. Once the TAO is able to fill in for the votes, the platform council should be notified so they can resubmit the NDA snapshot.
