Should there be a second Starburst (LGE) for TenSpeed?

This first proposal has the goal to measure the interest of hosting a second Starburst liquidity generation event.

A Starburst is an event in which a smart contract collects liquidity provided by the community, to start an additional liquidity pool which can be used for farming yield. The original starburst was used to bring live to TenSpeed.

A second starburst will lead to a deeper total liquidity pool for TenSpeed and adds a second LP token to yield farm with.

If successfull, roughly half of the raised capital for Starburst #2 will be used to marketbuy $TENS.
