TIP-009 Reward boost initial percent

With TETU having more liquidity and the TETU emissions curve getting smoother, the TETU price is a little more stable. Increasing the flow with which TETU rewards are distributed to users may not cause significant increases in selling pressure.

In this scenario, it may be appropriate to increase the distribution of the flow of rewards to users, which currently start with 30% of rewards. The following proposal will not change the vesting time, but it brings options about the initial % of rewards from the moment the user enters the vault.

The 50% option is more similar to the current system, while the 90% option would resemble a regular system without vesting.
