TIP-018 Simplification tetuBAL bribes distribution

For the reason of huge complexity and high gas consumption of distribution all possible bribes from all markets individually we are offering to simplify the whole process:

• All bribes from the markets will be distributed only to xtetuBAL holders
• xtetuBAL perf fee reduced from 15% to 5%
• veTETU suppose to be counted as power deposited to xtetuBAL, so veTETU holders will receive bribes without any voting
