CO-IP004: Enable CO Token Transferability

Summary

This proposal seeks to make the CO token fully transferable by removing centralized controls and enabling unrestricted transfers. With CoDAO in control of the CO token, the establishment of the Fallback Council, and the successful operation of the Grants Council, it is time to transition to a fully decentralized system. This shift will also enhance the utility of the CO token, which is already active within the Coordinape app, enabling governance participation and ecosystem utility.

Disable Pausing Forever

Permanently disable the paused state to allow unrestricted token transfers.
