CO-IP002 Decentralize oSnap Fallback

Context: currently, the coordinape.eth multisig serves as the emergency fallback, ie that multisig is set as a module on the CoDAO safe.

The purpose of this proposal is to decentralize this authority across trusted and aligned agents. The Fallback Council is to be used in emergencies incase exploits, unforseen code failures, or malicious governance attacks threaten the treasury.

Overview

The Emergency Fallback will be a new multisig in the security council model, with an 9 of 13 signers threshold made up of contributors from the CoDAO community

Signers on the Safe are managed by HatsSignerGate, and given authorities by wearing Fallback Council Member hats.

The deployment of the Fallback Safe Hat and Fallback Council Members Hats will include electing the following thirteen nominees to hold the initial Hats for this role:

| The Fallback Safe Hat and Fallback Council Members hats are both administered by the CoDAO safe, so they can be deactivated by CO Token Voting when needed.

Future proposals, once the Hats elements are live, will create the Fallback Council Gnosis Safe itself, which is needed to fulfil this council's operational abilities. After testing, we will remove the coordinape.eth safe from the security loop.

What is in this proposal?

This proposal includes the transaction payload to create Fallback Council Hats.

Fallback Council Hats are set up to be under the control of the DAO's TopHat (managed by token voting only)

The Fallback Council Safe hat is created so it can be later assigned to the Fallback Council Safe, through Hats Signer Gate.

The Member Hats are consigned for deployment to these wallets as electees:
