Hats Autonomous Admin

Description: A key piece of Hats infrastructure is the Autonomous Admin. This element of the hats tree allows claiming or other constrained and/or automated admin actions for hats in the tree. Standing up this infrastructure now is a good way to future-proof potential needs.
