Allow Multisig's to operate at their own discretion with 84ETH in efforts to quickly and effectively get the DAO positioned for the imminent season 2.

REASONING Our Multisigs accumulative experience in financial markets is quite staggering. Considering the current market conditions in conjunction with the momentum of Creepz, I think is appropriate to allow for quick, unencumbered movement and flexibility.
