Should we establish a $REPORT Threshold for Proposal Authorship

Currently, DCL Reporters and Founding Team Members are the only individuals with capability to author proposals in DCL Report DAO. Other community members have expressed the interest in authoring proposals and we believe this is a step towards further decentralization and aligns with our community goals. In such, we would like to ask the community whether we should establish a threshold of how many $REPORT tokens someone requires to write a proposal in our DCL Report DAO.

For now, let us start with a yes and no, while continuing the discussion in the DCL Report discord on further details like, if there is a threshold, how much should that be?
