DREAM DAO PROPOSAL #77: Addressing Unapproved and Quorum Failed DAO Proposals

💡Description:
Previously in the DAO, a procedure was established for handling ideas generated for future processes and proposals, allowing them to be discussed before formalizing them as proposals with all voting members of the DAO. This process can be consulted here ‣. This process has worked well, and we know that it has been the best so far, as it provides time for everyone to reflect on and contribute to the proposal. However, this process does not address possible scenarios that have occurred in the DAO and may happen again regarding the outcome of the voting process.
Currently in the DAO, if a proposal reaches the necessary quorum and is approved, everything is perfect! We continue to grow and improve our systems for better functioning in daily operations. However, when a proposal does not reach the necessary quorum, it is relaunched, with the hope that it will now achieve the quorum. This process has not been successful and can be due to various factors (something may have been left incomplete in the proposal, there was not enough time to read and provide feedback, voting members were unable to vote, etc.). Whatever the reason, relaunching the proposal is not a good process to follow. That is why the following two scenarios and procedures are proposed in case either of these situations recurs in the DAO:
Scenario 1: "The proposal does not meet the necessary quorum, regardless of the outcome."
In the event that a proposal in the DAO does not reach the necessary quorum, regardless of the outcome, an additional week will be given to discuss the proposal and determine if there are still changes to be made.
After the week, it will be relaunched for voting. If it still does not reach the necessary quorum, the DAO Council will be responsible for deciding whether to approve the proposal or not, promptly stating the reasons for their decision and being open to receiving any comments or suggestions.
Scenario 2: "The proposal meets the necessary quorum but is not approved by the DAO."
If a proposal in the DAO is not approved, it must wait at least two weeks before relaunching the idea, and it will follow the process described in ‣ , highlighting all changes in the new proposal, which should have been made in accordance with the feedback provided by the DAO Council.
If the proposal is not approved for a second instance, it cannot be presented again for a vote because it is assumed that the DAO, for the most part, does not agree with the new changes. In the event that Scenario 1 happens within the second opportunity described in this case (i.e., when relaunching the proposal does not reach the necessary quorum), the process of Scenario 1 should be followed.
Scenario 3: "The proposal meets the necessary quorum but the result is abstention by a majority of the voters”.
We can consider this scenario analogous to Scenario 2 as there must be a reason why the DAO members did not approve it and instead of voting against it, they decided to abstain. For this scenario the same process of Scenario 2 will be followed. Following this we can say that there is enough time to make modifications and re-launch the proposal.
