Proposal: Add additional hashing fee for new hashes

Right now, minting new hashes are free (just gas costs). Low numbered hashes will likely have some value in the future. In the meanwhile, we should be gathering some income to the treasury for new hashes.

I propose setting the value of a new hash .05 ETH (on top of gas fees) that will go to the DAO.

I think we should get this done ASAP as new hashes aren't creating income for the DAO.
