Bylaw addition: Game Promotion

I would like to thank DedheadJ for keeping the DAO proposals in check. My last one did not follow the guidelines correctly. So this is me resubmitting it to fit the guidelines.

Abstract: I propose that any DAO proposal that introduces a new game always includes a budget for a promotional video. This will always give us some marketing material to share.

Details: I propose that the policy written below be added to the Bylaws:

II. Game Proposals

1. Every Game proposal by the DAO must also include a budget towards a promotional video.

Struggles/Hardships: It may difficult to determine a budget for the promotional video, however the point of this proposal is to ensure that it is discussed and all games will include a promotional video.
