Reorganization of The Holy Ones

This proposal aims to reorganize the structure of The Holy Ones (THO) to address various issues and improve transparency and accountability.

Proposal:

The reorganization of The Holy Ones structure is a crucial step in improving transparency, accountability, and community engagement. We can create a more robust and efficient governance system for The Holy Ones DAO with the following policies being implemented and effective immediately:

1. Cease Quadratic Voting Model and Revert to original Voting Model

This voting model has led to a perception that owning fewer Holy Ones has a greater voting impact. This contradicts the intended model, where the influence should correspond to the number of Holy Ones one possesses. Hence, your influence in Holy Ones should be directly proportional to your ownership. Acquire Holy Ones by engaging in and granting DAO projects. Revert back to original voting model.

2. Holy Ones-based Discord Roles.

Implement Discord roles that reflect the number of Holy Ones a member holds. For instance, holders will turn purple upon owning at least one Holy One. Then, with increments of Holy Ones held (>5, >10, >20, >40, >50, >100), new roles and badges will replace the previous ones. This structure aims to foster a merit-based community, encouraging greater investment in Holy Ones, without changing any functional elements.

3. Increase the Quorum.

Increase the Quorum threshold to 250 in response to community requests, which insist the current level is inadequate.

4. Fund Transparency.

Any future DAO fund disbursements must be disclosed to the Discord Community, including the recipient and the amount paid. A dedicated announcement channel for DAO Funds Transparency will be established.

5. Leadership Accountability.

Prior to any DAO payments, including pending proposals, all leaders or managers must exhibit proof of task completion aligning with their approved proposal's responsibilities. This applies to anyone who has a leadership role over other members of the community. The community, through a DAO proposal, will review the evidence and judge whether the leader has satisfactorily fulfilled their duties. This will ensure proper checks and balances. The person in question cannot vote on their own proposal regarding this specific type of proposal which requests payment for themselves.

6. Limited Title Tenure.

Titles given via DAO proposals will NOT exceed the duration of the grant or DAO proposal. Extensions require community approval through a DAO vote. There will be no exceptions to this policy.

7. Metaskins Affiliation Disclosure.

Individuals paid by Metaskins should append "Metaskins" to their name on The Holy Ones Discord Server for transparency and clarity that they are not paid by the THO DAO.

8. Respect for DAO Decisions.

Negative or disparaging comments about DAO proposals, once they've been approved, will NOT be tolerated. This rule is intended for the Discord Server and will be enforced by the Community Manager and moderators to maintain a positive atmosphere.

9. Protection of DAO Agents' Duties.

Hindering a DAO-appointed agent from fulfilling their responsibilities is unacceptable and will not be tolerated. Any changes to this rule require a DAO decision.

10. Reclamation of Assets from Ice Poker Proposal.

The Ice Poker proposal for the Holy Rollers is to be terminated, and managers any holders of any DAO given assets must return all assets to the Holy DAO, thus replenishing DAO funds.

11. Policy Changes via DAO.

All changes to The Holy Ones Community policies must proceed through the DAO. There are no exceptions to this rule.

12. Announcements outside of Discord.

There must be a public forum or place for any updates on completed milestones and updates from Metaskins regarding the Holy Ones. This allows non-discord members to be able to access what is going on with the Holy Ones without having to be part of our community discussions.

13. Decentraland Voting Power Delegation.

Decentraland Voting Power Delegation for any Decentraland assets of Metaskins used by the Holy Ones should be under the control of The Holy Ones DAO. All voting pertaining to Decentraland assets must be conducted through a majority vote within The Holy Ones DAO. Additionally, voting options must include the provision for The Holy Ones to abstain from voting on any proposal. This measure ensures that decisions regarding Decentraland assets are made collectively and democratically, reflecting the interests of The Holy Ones community.

These changes will foster a sense of ownership and commitment among the community members, incentivizing increased participation and involvement in the decision-making process. With increased transparency, accountability, and community support, The Holy Ones can continue to grow and thrive in the blockchain gaming ecosystem.
