Create Bylaws

It is important to keep track of all policies regarding the DAO and The Holy Ones. I am not attempting to make a full constitution or implement all policies at this time; however, I think there should be an area on the Holy Ones website that shows all policies approved by the DAO and it should be organized and maintained.

To clarify, not all DAO proposals are policies. Policies would essentially be any rules that direct future action or inaction for the Holy Ones and its holders.

If this proposal goes through and I would like to add the following as being the first policies in the Bylaws:

I. DAO

1. All policies must be placed in outline based on topic/subject.
2. Every policy proposed should be written how it will be added to the Bylaws.
3. Every policy should state where in the Bylaws it should be placed.
