Proposal to allow multisig signers to vote on FloorDAO's Gauge snapshots using DAO's $gFLOOR

The FIP - Gauge is a proposal created by the floorDAO to direct 50% of its biweekly yield towards sweeping existing floorDAO collections.

Per this proposal: "https://snapshot.org/#/bgansv2.eth/proposal/0x62ad5caf7e3bed6512701e3bb1ab76075bed3d57a393b9a23a48e149ae0f1e07" The House of BGANs has the ability to exercise voting rights on behalf of the BganDAO for all externally qualifying treasury holdings and to quickly vote on time-sensitive snapshots.

This proposal is for the HoB to allow the multisig signers to vote PERPETUALLY for BGANPUNKS ONLY in floorDAO's gauge snapshots with our $gFLOOR holdings. If the HoB decides to vote for another collection in a particular floorDAO gauge snapshot, then, a different proposal has to be put forward and will automatically override this proposal ONLY for that particular proposal at the time.
