Move $RENT contract to Arbitrum?

"The fees associated with initiating the generation of $RENT make it prohibitively expensive, especially in relation to the price of TheLandDAO NFTs. Each time a buyer buys a new TheLandDAO NFT, even if they already hold TheLandDAO NFTs, they need to approve in order to receive the $RENT from their new purchase. This is highly inefficient and onerous on the buyers.

This proposal is to shift the $RENT contract over to Arbitrum, and allow holders to claim their existing $RENT balances. The contract would need to check for existing balance, allow claim of that balance, and generate $RENT without the need for further approval. [The quote for this contract work is $5,000-$7500 USD.]
