Keep Nether Free for all

Summary

This proposal is to address build rights in the Nether. The reason for this proposal is that when we remove NFT passport-gated access, currently the Nether is a free-for-all. If the Nether is left as free to access, it shows that the DAO is eager to comply with Minecraft’s new statement on NFTs, issued today, which can be found here: https://www.minecraft.net/en-us/article/minecraft-and-nfts

Current Uplift World rules regarding player behavior in the Nether will continue to apply to everyone.
