[Pre-Proposal] Decrease Min DAO required to pass Pre-Proposal (RANK FORMAT)

Non-Uplift Team DAO holders currently do not hold enough DAO tokens to generally pass a proposal past the Pre-Proposal stage without the direct support & intervention of one or multiple Uplift Team DAO holders.

This proposal is to decrease the minimum amount of DAO votes required to pass any proposals from now onward until a newer full proposal is passed to update the min DAO required to pass Pre-Proposal

Looking back past 8 months most of the pre-proposals have aprox.

• 10 ~ 25 voter turn-outs
• 4 ~ 6M DAO votes (excluding Uplift Team DAO votes)
• 7 ~ 14 days of voting before closing off
