[TIP-016] Accelerate THOR/RUNE reward distribution

Accelerate the timeline for THOR & RUNE reward distribution as described in TIP-015 from 90 days to 30 days

Summary

TIP-015 initially proposed a 90-day distribution window. However, the implementation of another aspect of TIP-015—ensuring equity for large THOR holders—has taken longer than anticipated due to the required steps, including smart contract creation, legal processes, and token locking.

This proposal seeks to reduce the distribution window from 90 days to 30 days. The distribution is expected to commence in late January, though the exact start date is yet to be determined (TBD). The distribution process will begin as soon as all equity claimants have unstaked from vTHOR.
