RFC 12 Implementation Path

This is a Threshold DAO snapshot to decide the outcome of an implementation path for RFC 12.

After discussion on the forum and in other DAO channels out of all of the options listed 1c + 2c emerged as the favorite.

This snapshot is for the DAO to approve that path or decide to revisit the discussion and select and alternative path.
