Reallocate growth budget to CanuDAO

TileDAO is currently spending 0.25 ETH and 10% of TILE reserves to mvh3030 for his work on growth projects. This is a proposal to reallocate those amounts to CanuDAO—a project that mvh3030 has aligned with to take his work to the next level.

On top of helping with social media growth, CanuDAO has also proposed being a resource for shaping up our Discord server.
