Configure treasury for funding cycle 10

Spending

• Remove the payout of 2ETH/wk to JuiceboxDAO.
• Move 3 ETH to the multisig wallet to use for paying mural artists. This proposal will be null if the current multisig vote (https://snapshot.org/#/tiledao.eth/proposal/QmX6F7JVyb5PTVbKuDQh6pBvyyvBexZFCftFVGjEdhtyjb) does not pass. This spending allocation will also be removed for funding cycle #11, unless decided otherwise by another vote.

Reconfiguration strategy

Add a 3-day delay "reconfiguration strategy" to the treasury. In this case, if a reconfiguration is made less than 72 hours before the upcoming funding cycle, it will not be applied until the following funding cycle.

Reserved TILE

Remove the 8.75% TILE allocated to jango, and the 8.75% TILE allocated to the DAO. Drop the overall reserve rate from 40% to 34%.
