TRC #076: Update BSN/WETH gauge to set emissions cap to 15%

Summary This proposal is to replace the 10% emissions cap for BSN/WETH gauge on Ethereum with a 15% emissions cap. See the original gauge TRC: TRC #60 - Enable BSN/WETH gauge on Ethereum

Motivation The BSN/WETH pool currently ranks 6th for highest APR on Bunni. The 10% emissions cap has already been met despite being increased from 2% less than a month ago, This indicates that veLIT holders continue to find the BSN/WETH gauge to be a lucrative and valuable addition to the Bunni ecosystem. Updating the emissions cap on the gauge to 15% will further incentivize liquidity providers, as well as bring in more revenue for Bunni.

The Blockswap DAO is actively bribing veLIT voters with BSN tokens to direct emissions to the gauge via a Warden Quest. The DAO plans to fund more Warden Quests in the future to further incentivize veLIT holders to drive emissions to the gauge.
