TRC-116: Enable Gauge for weETH/WETH 0.05% [Ethereum] (no cap)

This proposal aims to approve a gauge for the weETH/WETH 0.05% pool to receive oLIT emissions. With a gauge approval and community interest, Bunni has a strong case to be included in Ether.fi's points distribution program.
