TRC-70 Enable new ABI/WETH gauge on Ethereum & Increase cap to 10%

Summary The TRC proposing gauge deployment for ABI/WETH after its migration to a new token. The proposal also seeks to increase emissions cap in light of Abachi formally passing a vote to bribe veLIT & also become a launch partner for liquid. History Abachi had planned to migrate liquidity to Ethereum via bunni incentives and then eventually migrate the token to an eth native token. While liquidity was slowly migrating, the multichain bridge went defunct. This trapped liquidity on polygon. The DAO voted to move forward plans for a token swap to a v2 of ABI which has mint and burn functions removed and supply fixed. This has now been completed. There is another proposal #-69 which disables emissions to the older gauge and proposal #58 (Link:Commonwealth – Timeless (timelessfi.com) - which enabled the ABI/WETH gauge.
