TRC-117: Enable Gauge for rswETH/WETH 0.05% [Ethereum] (no cap)

This proposal aims to approve a gauge for the rswETH/WETH 0.05% pool to receive oLIT emissions. With a gauge approval and community interest, Bunni has a strong case to be included in Swell's points distribution program.
