TRC-024 - Enable PAL/FRAX Full Range Gauge on Ethereum with a 2% cap
The PAL/FRAX gauge had already been previously approved for a 2% emission cap, but the price has fallen outside that range. This is simply voting to move the gauge to a full range so that this can't happen again.
