[TRC-114] - Enable Gauge for rETH / weETH [Ethereum] (no cap)

Abstract: This proposal seeks to adjust the range to a pool that was awarded a gauge recently TRC 113. The rETH/weETH liquidity pair on the Bunni platform due to a shift in the rETH premium has lost its range. A new price range set between 1.0420 <> 1.0871 rETH for weETH. This proposal also seeks to use the infrastructure in place via TRC 065 to expedite the recovery of an in range gauge by going directly to snapshot vote.
