TRC #80 Update PAL/FRAX gauge to set emissions cap to 10%

Paladin is a highly aligned partner with Bunni looking to accelerate its activity by moving part of its PoL onto the platform. In order for this to be efficient we will need a higher cap otherwise our LP will dilute into sub-10% APR the pool and prevent new entrants from joining the pair.
