TRC-100: Approve new gauges for Timeless v2 on Arbitrum

This publication proposes creating new gauges on Arbitrum related to Timeless v2.

As part of the upcoming launch of Timeless v2, several new yield markets have been launched. In order to function properly and efficiently, these yield markets need to have liquidity provided via Uniswap v3. Bunni was originally created to incentivize this liquidity for the Timeless yield markets and should be leveraged now to achieve that goal.

Add the following new gauges, all with 5% gauge weight caps, to the GaugeController. All gauges will be for the 1% pool fee, NYT/xPYT token pair.
