TRC #075: Increase Emission Cap on GRAI/USDC Gauge to 15%

Summary This proposal seeks to increase the emission cap on the GRAI/USDC gauge from the current 10% to 15%. This adjustment is proposed in response to the growing demand from veLIT holders to incentivize this pool. Such desire is obvious when noting that for 2 consecutive epochs the votes directed to the pool have been above the 10% cap. Also, Gravita is committing more than 1500 GRAI per epoch to veLIT holders, and was recently announced as the first launch partners of Liquis. It holds veLIT as part of it's treasury.
