[TRC-61] - Enable Lit Gauge for GRAI/swETH with 10% emission cap

This is a proposal to approve the GRAI/swETH Lit Gauge for Bunni with 10% emission cap.

This proposal aims to further incentivize liquidity provision for GRAI and swETH holders.

Our motivation for incentivizing this pool is to provide more opportunities for GRAI and swETH holders to earn rewards, and to further strengthen the partnership between Gravita and Swell. This proposal aligns with Bunni's ethos as a platform of being an emission layer on top of Univ3.

We believe that this proposal will benefit both GRAI and swETH holders and contribute to the growth of the TVL of Bunni. The configuration of the pool has great potential in bringing considerable arbitrage volume. We look forward to your support.
