The purpose of the stipend program is to support TLX Council members and their continued contributions to the TLX protocol. Council members are elected by TLX governance token holders who vote every 4 months when Council elections occur. But what happens if a Council member is elected and then decides to do nothing (i.e., being completely inactive and not contributing in any capacity)? Should an inactive Council member be rewarded in the same capacity as one who contributes?
I propose that a simple activity status requirement be established. This requirement would serve as a failsafe in case of an event where a Council member becomes inactive or absent for an extended period of time.
Stipend activity status requirement: Messaged in the TLX Discord at least once in the past month. Messaged is defined as engaging in some sort of conversation or discussion (posting "gm" once per month does not meet the requirement).
In the event that a Council member does not meet the Stipend activity status requirement, their stipend payments will become suspended through the end of their term.
I also propose that an additional, Tabby Council specific, stipend requirement be established: Vote on all TIPs. In the event that a Tabby Council member misses a vote (i.e., does not participate in it), without giving the Council a prior notice, their stipend will be suspended.
