[community proposal]Reduce TOAST emission rates per block gradually

There should be a bi-monthly toast per pool emission reduction, similar to sushi swap, to increase scarcity for TOAST and to incentivise Liquidity providing for the TOAST pair.

Starting in March 2021 the emission rate of toast could gradually decrease until a emission rate of 100 TOAST per block is reached in November 2023. This is a tenth of the current emission rate.

Now 1000 Toast per block (Forever)

Change 2021 March - 950 TOAST per block 2021 May - 900 TOAST per block 2021 July - 850 TOAST per block 2021 September - 750 TOAST per block 2021 November - 700 TOAST per block 2022 January - 650 TOAST per block 2022 March - 600 TOAST per block 2022 May - 550 TOAST per block 2022 July - 500 TOAST per block 2022 September - 450 TOAST per block 2022 November - 400 TOAST per block 2023 January - 350 TOAST per block 2023 March - 300 TOAST per block 2023 May - 250 TOAST per block 2023 July - 200 TOAST per block 2023 September - 150 TOAST per block 2023 November - 100 TOAST per block

In July 2023 the toast per block stay forever at 100 toast per block(unless the community reconsiders another emission rate). This way there will always be plenty of toast minted to use the pool creation and boosting feature.
