To exchange $APED for NFTs (Excluding Yuga Labs)

Allow the DAO to sell non-Yuga Labs assets in exchange for $APED at a reserve price of no higher than .0065 ETH per thousand where value of the underlying NFT is valued judgmentally to maximize value to DAO holders, but presumably based upon trait listing, last sold floor, potentially adjusting for aesthetics.

At the DAO's discretion it may choose to open the sale up for bids (in $APED)

At the DAO's discretion, it may choose to accept a combination of $APED and ETH at these conversion rates

We will track effectiveness and fairness frequently as transactions are made.
