Limit access to proposals and other sensitive channels

Currently anyone with 0.0001 $APED is able to see all private member channels. We should incentivise holding larger quantities of $aped as it provides significant benefits to members. Private #general channel will still remain open to all members. Sensitive channels like proposals and proposal discussions can be limited to people who own a minimum no. of $aped as decided below:
