Proposal #3, Reduce Tax range of action

As many of you have noted, the range of TOMB price volatity has been narrowing as our supply and liquidity is growing. The current tax system % was put in place base on the fact that we will start from a really small supply, but as we grow the range of action should shrimp to maximize his effect.

Please remember that this proposal is based on our current status, those numbers can be adjusted by the governance again in the future.
